TOO LATE, MR. ARAFAT.(MAIN)

The hour of desperation is here for Yasir Arafat. He says he wants peace.

Only now, with Israel no longer willing to maintain diplomatic ties with him and the United States exasperated with him, does Mr. Arafat make an unequivocal call for an end to the Palestinians' campaign of terrorist assaults and suicide bombings. Only now must the intifada be waged under less extreme terms, he says. Only now comes such a sweeping vow to stop his own people, seemingly, from all they've done to make peace in the Mideast sound like such a remote, even unrealistic, possibility.
